Present mode of obtaining accurate knowledge of latitude requires some education, which is disadvantage; has idea of machine for simpler method, but not an opportunity for getting one made; sends diagram and description of machine; discusses live oak timbers cut for frigates and left to rot upon this island; "Pride of China or India" is valuable tree in abundance in Va.
